The European Parliament on date 13/03/2023 has approved the position of the "GREEN HOUSE" Directive
The proposal to revise the Directive on Energy Performance of Buildings has been approved by a majority in the European Parliament. The so-called "green homes" directive, which in the coming weeks will be the focus of negotiations between the European Parliament, the EU Commission and the European Council for the final text, aims to reduce greenhouse gas emissions and energy consumption by 2030, in view of achieving climate neutrality by 2050.
According to the European Commission, EU buildings are responsible for 40% of energy consumption and 36% of greenhouse gas emissions. In December 2021, the Commission approved a legislative proposal to revise the Directive on Energy Performance of Buildings, which is an integral part of the Fit for 55 package.
These are the summary measures provided by the proposal:
- From 2026, new public buildings must have zero emissions
- By 2027 all public buildings will have to achieve energy class E
- From 2028 all residential buildings will have to be zero emissions
- By 2030, all residential buildings will have to achieve energy class E
- By 2033 all public buildings will have to achieve energy class D
- By 2033 all residential buildings will have to achieve energy class D
- In 2050, all buildings will have to achieve climate neutrality
- The interventions to improve energy performance must be carried out when a new tenant enters, or when the building is sold or renovated.
